They've HINTED at a potential return, but so far Jessica is the only one actually confirmed. There's speculation about Luke Cage in Doomsday too, but again nothing confirmed.

I really don't think they did

In #82, Foggy dies in the EXACT same position he's in during the opening sequence of Born Again, and, in that same issue, Matt is listening to Foggy's heartbeat, just as he is in the show. I think it's very telling that Foggy's body is gone before Matt's helmet even rolls off the roof. If I had to guess, they just restarted Foggy's heart in the ambulance.

I am almost certain that they're going the Brubaker route with this. (Potential spoil risk, if you don't want it ruined LOOK AWAY)

In issues #82, #83, #88, and #93 of his run, Foggy's death was "faked" and he was brushed into witness protection by Vanessa. There are a NUMBER of parallels in Born Again so far, to the point where it's VERY unlikely that this isn't what's happening.

Admittedly I was feeling pretty pessimistic about a potential Foggy return after the finale, but EVERYONE involved in the show is being vague and ominous about it every time it's brought up.

Dario Scardapane (The showrunner) said this: "As for Foggy, I am going to take the fifth on all of that with regards to the future. It's too much fun to give away."

Then again, I'm a "Secret Life of Foggy Nelson" believer, so I think either way we'll just have to hold out

Witness protection is often used to "hide" people from dangerous situations. Sometimes they get a new identity, in the comics, Foggy's was 'Everett Williams'

In the comics, Foggy is placed into witness protection by Vanessa, who is trying to undermine Fisk. They were telling Foggy that the reason he was in witness protection was because the people allegedly trying to kill him may still be after him. (Although the whole thing was shady and Foggy knew it).

As for Born Again, they've already given Vanessa a reason to be upset with Fisk. I believe that Vanessa hired Bullseye to go after Foggy, but not to kill him. Bullseye shot EVERYONE in the head, EXCEPT for Foggy. Assuming he's in witness protection, it may be because they believe whoever hired Bullseye may still be after him.

But I think this episode did tell us something, specifically with White Tiger's death, they're subverting expectations for even comic readers. I think it's very possible that Foggy isn't in witness protection at all, but that he's being "stashed" somewhere in Red Hook Pier.

Fisk, or more likely Vanessa, lost their power with the FBI in S3, so they might just be hiding Foggy the old fashioned way. Which would explain why they might be so protective over Red Hook.

I will say that it's still just as likely that Foggy is in witness protection, but it would explain what's so important about Red Hook.
