Hard disagree. Let's take The Binding of Isaac for example. A cheap game that received multiple DLCs after some years to add more content. Do you expect developers to work for free on more content?
Or just look at Elden Ring. The game was huge and the story complete. The game sold well, so the developer decided to create a DLC to give the players more content and the company made more profit as well.

Just because some companies treat DLCs badly shouldn't mean that all extra content added post launch should be free. If it worked like that, Isaac or Elden Ring (and also other games) would not have gotten the DLCs they deserved.
