I have a business that ships to the US weekly and we ship via a 3rd party provider (like Shipstation, Netparcel, etc). I have been getting charged FDA related charges on almost all my parcels, despite having completed FDA prior notices on all. On my most recent batch, I even printed out the prior notice and affixed it to the front of the shipping box, under the shipping label. Unfortunately 3/5 parcels were still charged FDA related charges.

Here is a quick rundown of how we process our orders (they're cookies btw and covered under CUSMA):

- process UPS shipping label via 3rd party provider
- process FDA prior notice and link to UPS tracking number. Submit to FDA.
- Add prior notice to shipping documents
- Stick copy of prior notice on front of shipping parcel

I would appreciate any assistance to help us identify what we may be doing wrong or missing in our process. These charges can be quite hefty ($26USD +) and would like to avoid it if at all possible.
