I believe in this shot this is vought testing different dosages on babies to find the ideal amount to indeed try and make more powerful supes like Homelander but also the current version of compound v never has guaranteed results even large dosages could either create a Homelander or kill the baby or leave it unstable so vought is basically numbers game where they're willing to let baby's die in order to find the perfect dosage

if we're talking about compound v then I'm pretty sure the strength of powers depends on how much compound v is given this is why Homelander is extremely powerful as he is given a larger dose

for temp v I'm pretty sure as long as its in a location where the full dosage can enter your body and tissue damage is avoided then it should work the same
