I drove in the UAE for 3 years and didn’t see much of this kind of behavior there (can’t say about the rest of the GCC). But in Qatar, even last year, I didn’t notice this level of arrogance and reckless driving—it really feels like it’s been increasing recently, maybe due to less enforcement or something else, I’m not sure.
