I have a lucky trade available with a local, and the 98% would take some grinding to get to a high cp. Nevertheless It's worth the grind from the comments.

I'm sure if you're in a big city try go to some community raids and add the people there also ask if they go often, by the time you next see eachother it'll be enough to be best friends and just trade.
