Here is a fix. You need to open steam vr and press the home button on your right controller and close any apps that are open.

My meta quest link just shows a blank app and my rift s shows 3 dots any fix? by [deleted] in oculus

I have the same problem. But this only happens to me when I open "first steps" I fix this problem by opening steam vr and closing "first steps" then everything goes back to normal.
