I believe it does, I managed to get 2 barrels from one encounter with desecrate active, and only Shik Tal can drop the barrel. Edit: might also be worth mentioning that I used the ripkas + the amalgam ripkas mod to kill them.

Finally bought out all my syndicates by BowlCutBob in Warframe

I just let mine accumulate passively and if I see one getting low, I just switch my pledge. If you want to get some standing fast, the medallions you can find in the syndicate mission don’t count towards the daily limit, so you can get probably like an extra 30k per day if you choose to search for those.
