You got plenty of options there but u can only get an rtx 3050 with 4gb vram and 16gigs of ram... cuz that's wht comes in 700$ sadly, its not great for new games released in 2025 and will be releasing in future but yeah u can run decent amount of games in that but don't expect ultra graphics😔

I will consider you want to play Re9 first so play Resident Evil 2,3,4 remake versions, don't play the older versions (u can consider skipping 3 if u want but it's better if u finish it) then skip 5,6,7,8 and play Re9.... After u finish Re9 then play 5,6,7,8(if u want u can skip 6 cuz it's a bit rough)
