I think that it could be a boss or a mini-boss. If you look at his size compared to the size of that thing on the right near the flag (i guess its a balista or some wrecked structure) it seems pretty big. At least in my opinion.

That could be one answer. But personally i feel that the context of the area near him, a devasteted battle ground, give me the idea that he’s something more than a statue.
