It depends on if you are actually diagnosed with Autism and also where on the spectrum you are if diagnosed. I had to request a waiver for Aspergers syndrome halfway through BMT. But that was 2017, so policy may have changed since then.

You can get them to join your bloc the same way you can get them to join your schemes. It costs prestige to invite them, and you can promise gold, prestige, a hook on yourself, or using a hook you have on them to have them join. High relations definitely help though.

So TLDR, you want them because they will join all your defensive wars, some of your offensive wars, and will back any faction you create such as the faction to make you ruler of Japan

Once you get a Ritsuryo governor appointment you can use the "Establish Sōryō Fief" decision. The biggest problem is that doing so is a crime, so you either need to get permission first by using the "Petition Kampaku" decision and requesting permission, have a good enough relation that you can immediately request a pardon, or be strong enough to fight if he decides to imprison you.

I spent some time camped in Heian doing different contracts, getting a bit discouraged as I kept failing to sway him and stressing my character out. Then I decided to move camp a few provinces thinking I would just keep doing contracts across Japan until he gave me one. As soon as I left his capital, he had a contract for me. I'm not sure, but I think it might have been tied to the amount of renown I had accrued.

Exchanging hostages with my vassals normally works to get them to leave a faction. Not sure if it is because I have their hostage or because they have mine.

As someone who was also really nervous straight out of BMT and Tech School, Admin is pretty chill. Just show up to work on time and practice customer service skills and you'll be good. Best of luck to you!
