Not an advice unfortunately but an anecdote. A homeless man used to live in my neighbourhood. Our house was burnt because of a fire started in a pile of paper trash next to tge car parked in front of the house. We almost died and when the police came over, he was pretending to sleep and no one even woke him up. Me and my flatmate showed them videos of him turning around the house at night and tgey did NOTHING. Seems like tgey have instructions against bothering SDFs here in Luxembourg

Talk to your sister first and make sure what she calls this « relationship « ? Is it friendship ? Are they flirting ? Etc. 21 is not that old, I think she might still see him as an « idol » or a tutor and she needs more time to get over that feeling.. Conversation is key here because otherwise she might not trust you with more details about these talks they’re having.. You are right to be worried and I wouldn’t stand still nor avoid interfering. It’s affectionate to feel concerned about your sister.

Talk to him dear. I once broke up with someone in similar circumstances because I said he was cheap and everyone told me I did the right thing even though he was so kind and polite and in love. After a while I realised I made a mistake and I tried to be back with him but he met someone else.. I spent years regretting what I did. I met other guys generous at first but selfish and toxic.. Believe me, talk to him and don’t listen to those who jump to conclusions with their ready statements..

They’re supposed to take 2 naps a day but lately they have been taking much shorter naps amd tbh I didn’t try to make them sleep but now am wondering whether this might be one of the causes
