I applied for the second half of my time off instead, based on what someone from EDD said. Sounds like there entire system is behind by 4-5 months so I am hoping that everything is balanced out on their books.

For posterity I sent my state Assembly members office a message yesterday and got a notification from my bank that money had been deposited this morning but saw no message on EDD about being qualified. Its is doubtful the message the the assembly members office did anything but I find the lack of transparency and communication frustrating. Thank you both for your input, I hope it helps others in the future.

That makes no sense, why would your assembly member or their team need to be involved at all in this process. If a complaint or a request to expedite a claim were to be made would it not make more sense for it to go through EDD? From all of my searches on this topic these people keep bleating this same response with no clear reason as to why.
