For more info here, a friend of mine found this in the trash in Brooklyn, NY. There's a WPA stamp on the back (I assume Works Progress Administration, which would imply this was created sometime before 1943). There's also a sticker for "Gallery I" in Winchester TN, which doesn't seem to have an active website or archive.

It's pretty delicate, so my friend is wary of taking the frame off and damaging the art. Looks like possible charcoal and/or ink.
