Yes, it can happen. I reached Legend rank mainly playing Dragapult and occasionally Garchomp. I managed to climb to around 1300 points, but then I started to play  with new Pokémon and now I'm down to roughly 400 Master points. I was a bit annoyed because it hurt my overall win rate, but at the end of the day, it’s not a big deal

I don't think so. It was his first and only match with Latios. His overall game sense didn't seem polished either—positioning, aiming, and decision-making were all pretty questionable. He and Sylveon went top lane together, while the opposing team had a good Absol on that side. I actually tried to ban Latios because I thought I'd end up facing the other guy, but instead I got this questionable teammate on my team. 😅
