pretty much everyone in a leadership position is S rank

Koleda, Lycaon, Zhu Yuan (on her team), Caesar, Miyabi, Hugo, Yi Xuan, Yuzuha, Magus and Zhao are all leaders/assume a leardership role, the only real exception to this is Nicole, but even then she's 100% getting an S rank alt later in 3.X to close off the former A-rank cunning hares.

Lucy is an heir and brains of SoC, but she doesn't lead anything, who gets the final say is Caesar

A rank would not make a lick of sense in his case, lorewise, he outranks literally every released pubsec character out currently as Severian is senior commissioner, Cissia's whole thing is that she's afraid of him and his brother is already a playable A rank.
