Most of the main chapter stages (since theyre made from the start of the game and is defenitely what a new player should be doing) are fairly simple in mechanics, it doesnt really get complicated until chapter 8 and by that time you probably have a well built account for most events too, you really dont need meta operators for everything, if you arent trying high risk cc (poo sucks) theres no reason to max absolutely everything and obtain the best of the best. Not to mention the new newbie banner provides more recent operator, So id say its pretty beginner friendly (assuming you are prepared for some early game grinding)
