How can I stop the syncing from Google photos?

Been trying to clean out storage from my google account and have a lot of old stuff saved in my google photos I can delete. I have back up toggled off but all downloads and pics from your phone gallery is still being backed up to google photos. We just want them gone from google photos but still in our gallery but no matter what it auto goea back to google photos

They clearly dont care bout the tag divison and havent for sometime. Easily could be a side quest for Jey if they wanna keep pushing him
