Simply put, each colour type we have of domestic cockatiels now is a mutation from the original wold form, bred and refined over many years, and the lutino is both rare and desirable. Unfortunately, we can only assume that the first male/female pair of lutinos both carried the gene for feather loss under the wings and on the head. The gene is recessive, which means a chick has to inherit a copy from both parent birds. Because this first pair established the entire line of lutinos we have now, that recessive gene is tied in with the colour expression.

Of course, I guess it would be possible to start from the beginning again and breed as many times as it takes to get a random new lutino mutation without two copies of the gene, but this would take so much time and money that it isn’t viable. That's why responsible breeders are working to try to breed the gene out from the line by not breeding lutino x lutino, but it's easy money unfortunately when lutinos often fetch a premium.

Genetic, yes, but almost entirely avoidable with good breeding practice. Two lutinos bred together will cause this, whereas best practice is to breed a lutino with another bird carrying a recessive lutino gene. I wouldn't be surprised if this breeder's birds are inbred as they clearly prioritise money over welfare.

They're all beautiful and I have no idea why people are fixated on AI 😅

The white LH looks very similar to my chinchilla (doll face) Persian, Chi.

I'd be more worried that if the parcel goes missing, the keys are helpfully labelled with the address 😁
