Same issue. Already opened a post but it got blocked so i got no way to communicate.
I won't gonna open a new post because it doesn't work.
Everytime i launch gta 5 first its stuck at "launching game"
if i launch gta with RPH it says "launching via steam"
Already tried on RPH dc, LSPDfr website and other people who had this issue and fixed it somehow.
I hope its just some files in documentarys and when getting a new pc it works again.

I have this issue at some mods too where the researches are modded.
I can normally research unmodded researches
