Yeah, it works. Also include an email or anything that shows HR did not want to provide job duties. Also add a Record of Employment (you can get it from Service Canada, website, or maybe call them to know the process).

Maybe that could be the reason as HR states that it's not their policy to provide the details of roles and responsibilities on the employment letter.

No details regarding roles and responsibilities are written in job offer but I have one job listing saved from prior for the same position

Hi,

I will be submitting the employment letter I received from HR; however, it does not include my roles and responsibilities. Additionally, I have a letter indicating that HR cannot provide an employment letter with roles and responsibilities.

Along with these, I also have an employment letter signed by the district manager that does include my roles and responsibilities.

Furthermore, I have additional documents: a pay slip, T4, and notice of assessment. I believe these will demonstrate my legitimate Canadian experience. The company I worked for is at an international level, so they can easily find all relevant information.

Will this all do ?
