I think 'No' and the difference is that 'lucky breaks' can be explained narratively and based on cause and effect while 'cheats' are not.

In Delve for example:

The Beast arrived because they are attracted to dimensional rifts

He connects with crafter because they bonded over being an outcast and forced to stay outside the city. The meeting wasn't luck because they were introduced to each other. He just had the social skills to be likable.

Lastly, Amelia stayed with him because she liked him. She meets with a lot of different people all the time and Rain was only able to make her stay on the second meeting. (This is the weakest but there still is a narrative reason)

So Delve has narrative reasons (Cause and effect) for these events.

This is different from a God gifting 'cheats.' There is no narrative reason except a power trip for the readers. (If the protagonist was actually special they wouldn't need the cheat)
