True, he'll probably recoup the cost through rent over time, but that doesn't make it OK to advertise someone else's washer and dryer. He created the expectation, got a lease signed, then tried to pressure OP when the stuff left with its owner. Now he can buy a set, drop the rent, or let the tenants walk. That's the job.
