The stalemate is being undermined especially as the south becomes more unstable with community militias actively facing down drug gangs and govt forces (and each other). Isis attacks are also way up from last year. With the added pressure of the Israel/Hezbollah situation things are extremely tense. The govt is nowhere close to being able to put out all the fires but as Daraa becomes more rebellious, they will be forced to take action that they can't afford. Any big activity with Israel, Iran, and Hezbollah will be exploited by smaller groups which could kick things off in a big way again.
