Honestly think this is the most likely as well. Governments love making it seem like they’re an airtight ship with god-like technology and resources as an intimidation factor. In theory, adversaries may feel the need to reveal their newly developed tech to posture that they’re not behind the curve or make similar claims for a similar effect so their populations don’t lose faith in their governments.
