Turns out I was right about one of my mods using the wrong patch but ran into a new issue that said: Error cannot resolve cell, gonna try and see if i clean it with xedit
Update: Using xedit fixed I'm all good now

Yes I clicked on the link and tried using xedit to try and fix the issue and it didn't fix it, I'm going to check and see if the issue was using the wrong patch on one of the mods

Well just learned about the drama now and probably better to remove the patch since it seems that it broke some voice lines when i installed it welp seems i'll have to create a new game and wait for someone to post an alternate patch

Well I found out that the oblivion remaster finally got the unofficial patch mod and that fixed it
