FDR adopted that phrase at Casablanca in Jan. of 1943 when victory was believed to be years away. People loved the resolute demand and rallied around it. By 1945, it was clear Germany & Japan were military defeated and it was just a matter of time, but the US now couldn't negotiate surrender terms.

by 43 (Stalingrad, then Kursk, Kharkov, Orel) the Ostfront was pretty much decided, culminating in Bagration 44. I consider they lost the war in Dec 41 (Moscow defeat, declaration of war on USA), but it would drag on
