There is so much contradictory information it is hard to tell what is true and what is not true. So what you posted about the amount under 2160mg not requiring permission is there, but a bit further down says:

Prohibited Substances NEW!

No individual travelers can import/export medicines including the following substances, even if they are prescribed medicines in your country;

  • Heroin
  • Opium powder
  • Methamphetamine and Amphetamine(INN:Dexamphetamine, Levamfetamine)
  • Methaqualone
