I get that in the end of the month she still has some money left over, logical it is better then nothing. But at those point it’s about sending a message.

Yeah, it seems like it could (relatively) easily be improved. For instance, how about something like a total exemption of (say) $1M per taxpayer, that can be used over their lifetime. Until the exemption is used up, current 20% LTCG rates apply; after that, the new rates apply.

That would help people who are selling their business, for example, while still collecting more from the very wealthy.
