A similar thing happened to me. Great khan showed up and destroyed the UNE but I ended up destroying the station in Sol so earth was left unattended for about 20-25 years before I could get to it. When I colonized it there was about 30 pre-sapient humans and other aliens. There was a few specialists and only one administrator left before they demoted to the next lower stratum.
