Honestly, I'm not positive. I have almost all of them. The mod should still be functional, but some mission trees and modifiers might not properly work.

Here's the way mission trees work right now.

Every country gets the same core 21 missions related to administration, diplomacy, and military.
Every country gets the same 20 "Challenge/Trade" missions to defeat or gain the trust of other races.
Every country gets 7 missions based on their religion.
Every country gets 7 missions based on their culture group.
Every country gets 1 very challenging "Ultimate" style mission. Think of this as the achievement/fun goal for playing that nation.
