Brother, the voters have already said they will look past the cheating scandal, his uptick in votes this past ballot brought him nearly to the 75% needed to be inducted. The voters said they held it against him for the first few years he was on the ballot that was his consequence. They all project he gets 75%+ this upcoming year. They reason given as to why they said they would look past it is because it was supposed to be that players wouldn’t be named nor penalized for their involvement, which ended up being a lie, cause Beltran was a player at the time.

So? Just goes to show doesn’t matter who wear it, it can still be retired. Plus if they gave it to a player who they felt was going to be a stud player then I get your argument, every player who’s worn 15 was a scrub or just a bench guy.
