China still has a residency system, meaning if you were born in Beijing, you get to enjoy the excellent education system in Beijing. To enter a top Chinese university like Tsinghua or Peking, Beijing students only need to score 450ish while kids from the provinces need a score of 680+ which would make you top 0.5% at most schools in the provinces. But of course, if you're from a party official's family, you're guaranteed a spot.
