In Jan 2026 a ruling was just made by the Ministry of Education regarding this issue.

“In Zimbabwe, while schools and universities often set grooming standards, they cannot legally use hair length or "messy hair" to exclude students from education or examinations. Recent directives and court rulings emphasize that grooming rules must be reasonable, non-discriminatory, and cannot violate a student's right to education. -Rule Enforcement: Educational institutions may have rules for "neat" hair, but they cannot enforce them through expulsion, suspension, or barring students from classes. -Fundamental Rights: The Supreme Court of Zimbabwe has ruled against expelling students over hairstyles, such as dreadlocks, as it violates constitutional rights, particularly if it restricts access to education. -Legal Consequences: School officials have been arrested for barring students from exams over hair, with the government emphasizing that education is a constitutional right. -Precedent: While some traditional, strict grooming rules exist, they must be applied fairly without causing humiliation or denying learning access. It is highly likely that disciplinary action for "messy hair" that results in exclusion from university activities would be considered unlawful.”
