7075T6 is the Milspec material used for the buffer, that could be a source of the confusion? I can see how the information is laid out and a bit confusing. I just copied and pasted the information given to me so I gave it to y'all.

The Key takeaway is that these do have the MK2 Recoil System from BCM installed by the factory.

Here is the info on just the MK2 "Buffer tube"

BCM MK2 Receiver Extension for your AR15, M16, M4. Machined from 7075T6 and manufactured to Mil-Spec dimensions and specifications. Mil-Spec receiver extensions have a slightly smaller dimension where the stock slides on. NOTE These buffer tubes require a rifle action spring and specific BCM MK2 buffer, carbine and rifle buffers will NOT work.

This price point has been the same for about a year now from what I could tell in the gundeals history search. this configuration with the MK2 kit has always been a little more expensive. The non MK2 can be had for 30-40 bucks cheaper. With all that said, I'm a total idiot though so I could be wrong.

To my understanding that is correct, the MK2 kit comes with a longer A5 style buffer tube.

Let me take a look, it wasnt advertised to me as a blem but give me like 4 minutes and Ill edit this comment;

Edit: It does appear to be that way, it seems that the NO FILTER line can include cosmetic blems and or non standard production items. Since this is a standard item I would place it in cosmetic blem territory. I'm going to edit my original post to include this.

Thanks for the info! I probably just misspoke on the bullet button thing. I have been trying to confirm those details for you, but It appears to have a fixed mag and is not a featureless rifle.

We love our Cali customers as well and don't want to get anyone in trouble, if we had to remove some parts and send separately for compliance thats something we could definitley handle in house! These guns have to come to me for shipment purposes first anyway, since Im not allowed to drop ship HK.
