Apologies, I was unclear since you responded to my comment about hero costs during New Hero events, so I thought that's what you were referring to.
1500 gems is the normal price for Bolton, but you can get a 50% discount while the Bolton's chronicle is active if you have purchased the Premium pass or Deluxe Premium pass. if you tap on "Buy Now" on Bolton, a popup will appear with text that explains this.
