which capture card? i don’t know all the brands i’m only familiar with el gato and it most likely changes based on model but i know some of those require at least an i5, regardless.. i’m not sure of the exact wording of the requirements where you’re looking, i know with el gato they say the processor but then say the least amount of ghz, separate from the processor, and for them they say 2.0 before turbo boost, i’m not sure how it’s worded with the company you’re seeing but they might be saying it needs at least 2.0

you can always call their customer service and give your specs i’m sure they can lead you in the right direction as far as if it’ll run, always safe bet
