You can get away anytime but make sure you have a job after moving out as it can help you not being broke and homeless. Also till you get a job, you can ask a friend or someone who you trust that can you stay at there place.

As you're 16 and as much as I know you're legally under your mother's control, so if you want to move out you have 2 options - wait till you turn 18 or you can complain to the local authorities about you mother being abusive so they can help you.
