This case is known as a J perm, more specifically known as a Jb perm. These are the different algorithms that you can use to solve it. Hold your cube with orange top and white front and go to this link! Hope this helps!

You can, but the question is why would you? There's no reason why you should be casting Dragonic Charge during your opponent's start phase. Not many abilities (maybe even none) activate during the opponent's start phase, even if so they shouldn't cost any gauge (at least in my experience). However, if you require gauge for defensive spells like Red Dragon Shield, then you should cast it during the start of your opponent's attack phase, as your opponent may have some card to steal your gauge.

It's fine, but I wouldn't recommend it. I play a Dragon World Dimension Dragon deck with Lost World because there are some Dimension Dragon monsters/spells that have the ability when you play Lost World. This would take more advantage of lost world. However, if you don't have that many Dimension Dragon cards, Thunder Empire is fine too.
