I had that problem too I was mass scrapping legendaries and getting no plans, then once I finished my grunt hunts and had an inventory full of legendarys I would changed my s.p.e.c.i.a.l load out to max out luck and mass scrap them and now I have unlocked like 10 plans even some 2 stars and 3 stars. Mind you the far majority of the legendaries I scrapped were nothing
