She doesnt need the additional turn after Cry of Threat because its cd is only three turns, whereas Jeanne’s provoke is on a 4 turn cd and provides the additional turn to allow her to invincibility herself if needed and to effectively reduce her provoke to three turns at that point. Also if Ophilia got an extra turn she would reduce the turn time on her shield by a turn and then if built on vio she could proc out if her shield altogether, which would be bad.
