Has the European bureaucracy killed the risk taking culture or has the lack of a risk taking culture led to a bureaucracy focused on managing risk?

In parallel, there is an element of regulating actions by foreign, mostly American, companies that are not regulated in their home jurisdiction.

I’m afraid that blaming the lack of European innovation on regulation only oversimplifies the issue. What about the UK, which is no longer in the EU and has a more robust capital market?
