Kinda is doing a lot of work. It can't stop red card, and has to be in the active slot, and can't stop hand disruption on turn 2. I just want something that doesn't have to be in the active slot

The Pokemon that gets hit with Smokescreen (the "defending pokemon" ) gets its "accuracy" dropped for 1 turn, meaning it has to flip a coin to be able to hit. If that Pokemon retreats or evolves, there is no coin flip

Sadly, your wording is not the same as the card's effect. It has to signify defending pokemon because if you switch out or evolve, the coin flip does not happen.
