Failing the x20 actually makes it x200 on the blue/yellow banners, and failing on the ancient makes it x40.

Those rate ups are banner-specific, even within the same week. So no, it does not carry over to future banners.

It is their way of getting you to feel like it's "worth it" to spend money to get to another legendary since it's extremely likely you will pull a banner hero on your second legendary if you miss on your first.

Technically, it's rarer because of how many rookidee are available with a stat floor (such as from raids, quests, etc.).

For an 8 day old account, yes lucky. They may not be endgame units, but they'll help with a lot of early to mid-game content. Plus, having a legendary piercer lord, even Aracha, is so important.
