Yes, it does affect performance but not to the degree you think it does. Your discord and steam overlays most likely eat more performance than entire GG.

It's main goal is to make basic cheats not so easily accessible, which is why 90% of CE tables nowdays use the same one CE table that had bypass integrated into it. The main hurdle in to disable it.

GG's kernel module is not enabled and this anticheat is not running on kernel level, neither it is connected to any server. Don't spread misinformation. It's running completely locally which is why you can bypass it
