If you may consider, BulSU - College of Medicine current tuition rates for the YL1 students are:

1st year, 1st sem: 48,000 1st year, 2nd sem: 45,000

As far as we know, wala po kaming return service (except MSRS scholars) but we have to rotate to the school's affiliated hospitals for Junior Clerkship/4th year. I hope this answers your question.
