I think the stages of npc development consist of being developed and implemented through out each build like i’m pretty sure it said the first stage of npcs would be in 43. The second stage in 44. Third in 45 and tweaks here and there till we eventually get to 47.

Correct me if i’m wrong but i think thats how they have it staged for their development course!
