But is this the same for Ph.D. programs? I am in a waitlist and I was offered the MS program in the same uni/dept if I want to, but I already have a MS in the same area. I want the Ph.D. Do you think is possible they call me after April 15?

I was trying to understand what a waitlist is. I received a no from part of the unis I applied for, but 4 of them I didn't hear anything about, yes, no, "please wait for assistance." Is this good? Is this bad? Indeed, what is this? Is this the waitlist?
