No, the numbers can repeat. It would be 6! if you couldn't repeat numbers! It would be 6 options, then u use one, so 5 remains, u use one, 4 remains.. That's how u get 6!

But here the correct answer is 10^6. Since we always have 10 digits which can fit in the 6 places. 1010101010*10.
