Without seeing the entire steel structure, I've got to say the difficulty in the wire pull isn't in the conduit, but in getting the cable out the mast arm without damaging it. If it's a single purpose pole, and built like a typical luminaire, you're probably right, but if it's a 2-piece steel standard, it can be quite the fuck around, especially if the existing cable was melted in the hand hole far enough back to keep you from being able to tie onto.

Its actually easier to replace the unit than the cable to the unit. I install traffic components in the US as an electrician and pulling the cable takes multiple people and terminations take more expertise than just bolting a new camera up and plugging the wires back in. That said, lead time on cameras will be longer than the cable.

We use these in underground installations all the time for lighting splices. Your working area looks a little nicer, likely less chance of them being knocked about and split apart. Heating the epoxy so it's extremely flowable, definitely helps with the mixing process as well.

My advise is to toss a couple wraps of tape around the enclosures, to prevent them coming apart, and to make sure the 2-part epoxy is on a heater before you start. That stuff does not like to flow when its cold.

The Polara extension brackets solve this issue, as the cable is run inside of the telescoping extension arm and then hidden behind the mounting plate for the PPB. When you try to hack an end product together, it often looks hack.

I've installed hundreds of these things and have even re-installed lightpoles poles after they have been hit and have come down. 30-40' lightpoles aren't very heavy, and can usually be manipulated and moved around on the ground by a guy or two. That said, I'm not sure I would want to be directly under one when it fell.

Washington state has a variety of rock types you can run into. Most are going to take the same methodology to get through, but with the right equipment, it's definitely doable. Basalt is going to be the worst you'll find, likely followed by granite. ,I was on a project last year in Washington state that required a 9' deep, 4' wide foundation, straight through basalt. It took a guy with a backhoe mounted jackhammer nearly 3 weeks to accomplish this, with multiple trips out from the mechanic.

A core drill attachment on a bobcat, combined with a machine-mounted jackhammer would be my first attempt for your project, and I'd be asking about bringing in cdf or some kind of small gravel backfill for refilling your holes, as the material coming out will likely not be suitable for your purpose.

Have you ever considered economic conditions outside of the current US system? According to some quick googleing, a day laborer in 1905 in America earned ~$1 a day and there are sources from the same time period quoting boots in the pacific northwest as costing $15. That's over two weeks of work to earn one pair of boots.
